In the mods panel, look for a button called Install From File. Mods used by FOMM are generally installed to the Fallout 3\fomm\mods\ folder within the game installation directory. FOMM opens and shows the mod in the content window, and you activate it to apply the mod. In the Package Manager UI, click on the little arrow on the top most button on the right and select “Create FOMod’. The FOMM is an advanced version of its predecessor OBMM, yet by far not the same anymore. Just a small correction: FOMOD is a mod-manager-specific archive format for the Fallout Mod Manager, not the Oblivion Mod Manager.

Basically, with the software installed on the system, mods can be easily installed for the game. FOMM is Fallout mod manager, which provides end-users with a set of tools for applying mods (modifications) to Fallout 3 and Fallout: New Vegas.
